My video ads are listed as ’Not Serving’. What does this mean?
Not Serving is a status given to a video ad when all of its formats (headline, description, video, etc.) have been disapproved.
Whenever you create or edit an ad, Google reviews the ad to make sure that it complies with their advertising policies and is safe and appropriate for users.

If your video ad appears as "Not serving,” try editing its formats. Once you save them, Google’s ad approval process will start over again.
